If the Commission finds that:\n(a) The location, character or extent of particular concentrations of population or sources of air contaminant;\n(b) Geographic, topographic or meteorological considerations; or\n(c) Any combination of these factors,\nÊ makes impracticable the maintenance of appropriate levels of air quality without an areawide air pollution control program, it shall after a public hearing define the area so affected.\n2.
