Subject to the provisions of the Health Insurance Portability and Accountability Act of 1996, Public Law 104-191, a facility for intermediate care, facility for skilled nursing, residential facility for groups or home for individual residential care shall, upon request, provide an itemized statement of charges to:\n(a) The person who received care in the facility or home;\n(b) The parent or guardian of the person who received care in the facility or home; or\n(c) Any other natural person designated by the person receiving care at the facility or home.\n2.
