The Division shall issue a license to operate an agency to provide personal care services in the home if, after investigation, the Division finds that the applicant is in:\n(a) Full compliance with the provisions of NRS 449B.010 to 449B.495, inclusive; and\n(b) Substantial compliance with the standards and regulations adopted by the Board.\n2.
