These regulations must:\n1. Prescribe the circumstances and manner in which each sanction applies;\n2. Minimize the time between identification of a violation and the imposition of a sanction;\n3. Provide for the imposition of incrementally more severe sanctions for repeated or uncorrected violations;\n4. Provide for less severe sanctions for lesser violations of applicable state statutes, conditions, standards or regulations; and\n5.
