A local authority may enact an ordinance adopting the penalties set forth for misdemeanors in NRS 453.336 for similar offenses under a local ordinance. The ordinance must set forth the manner in which money collected from fines imposed by a court for a violation of the ordinance must be disbursed in accordance with subsection 2.\n2. Money collected from fines imposed by a court for a violation of an ordinance enacted pursuant to subsection 1 must be evenly allocated among:\n(a) Nonprofit programs for the treatment of substance use disorders that are certified by the Division of Public and Behavioral Health of the Department;\n(b) A program of treatment and rehabilitation established by a court pursuant to NRS 176A.230, if any; and\n(c) Local law enforcement agencies,\nÊ in a manner determined by the court.\n3.
