Dealers, manufacturers and pharmacists are exempted from the registration of the sale of any poison enumerated in Schedule “A” or the additions thereto when sold:\n(a) To a registered pharmacist or a practitioner;\n(b) To a manufacturer or wholesaler;\n(c) To a research, teaching or testing laboratory; or\n(d) To other established, legitimate users in chemical or technical arts.\n2.
