It is essential for this State to regulate the activities of such mills to:\n1. Assure that every reasonable effort is made to provide for the stabilization, disposal and control of such tailings in a safe and environmentally sound manner.\n2. Minimize or prevent the diffusion of radon and other environmental hazards from such tailings.\n3.
