The Division shall adopt by regulation nationally recognized codes and standards for the construction of factory-built housing, manufactured buildings and modular components.\n2. The Division shall adopt regulations for the:\n(a) Reconstruction; and\n(b) Alteration, including, without limitation, alteration to a plumbing, heating or electrical system,\nÊ of factory-built housing, manufactured buildings and modular components that are consistent with nationally recognized codes and standards.\n3.
