The Commission shall not approve a nonrestricted license for an establishment in a county whose population is 700,000 or more unless the establishment is located in a gaming enterprise district.\n2. The location of an establishment within a gaming enterprise district may not be expanded unless the expansion of the location of the establishment is also within a gaming enterprise district.\n3.
