Every promoter, in order to present a program of contests or exhibitions of unarmed combat, must obtain a permit from the Commission for each program.\n2. The Commission may deny an application for such a permit or grant a limited, restricted or conditional permit for any cause deemed sufficient by the Commission.\n3.
