The returns of the votes cast in the outside territory proposed to be annexed and in the district shall be canvassed separately, and the board of directors shall cause a record of the canvass to be made and entered in its minutes.\n2. If it appears from such canvass that a majority of the votes cast in the district and in the territory proposed to be annexed are in favor of the change in boundary, the board shall so find.
