A short-term lessor may apply to the Department for a temporary permit to operate a vehicle which:\n(a) Is not subject to the provisions of NRS 482.390, 482.395 and 706.801 to 706.861, inclusive; and\n(b) Is not currently registered in this State, another state or a foreign country.\n2. The Department may, by regulation, establish a reasonable fee for such a permit. When a short-term lessor who has received a temporary permit issued pursuant to this section applies to register the vehicle, the Department shall credit against the amount otherwise due the amount paid by the short-term lessor for the temporary permit.\n3.
