Upon receipt of the documents required respectively by NRS 482.423, 482.424 and 482.426 to be submitted to it, and the payment of all required fees, the Department shall issue a certificate of title.\n2. If no security interest is created or exists in connection with the sale, the certificate of title must be issued to the buyer.\n3.
