The Division may establish a trust account in the State Treasury in which persons who require the services of the Division may deposit advance fees for payment of those services. Unless the appropriate fee accompanies the request for service, upon providing the service the Division shall cause the account to be debited.\n2. The Division shall prescribe, by regulation, the services for which advance fees may be deposited and paid for upon providing the service.\n3.
