Requiring a person who is buying or selling a manufactured home, mobile home, manufactured building or commercial coach pursuant to:\n(a) A sale to satisfy a lien; or\n(b) A contract for sale or other agreement by which the certificate of title does not pass immediately from the seller to the buyer upon the sale,\nÊ to submit to the Administrator such information regarding the sale as the Administrator deems necessary.\n2.
