Any person operating an aircraft in the air, or on the ground or water:\n(a) While under the influence of intoxicating liquor or a controlled substance, unless in accordance with a lawfully issued prescription; or\n(b) In a careless or reckless manner so as to endanger the life or property of another,\nÊ is guilty of a gross misdemeanor.\n2.
