Any 10 occupiers of land lying within the limits of the territory proposed to be organized into a district may file a petition with the Commission asking that a conservation district be organized to function in the territory described in the petition.\n2. The petition shall set forth:\n(a) The proposed name of the district.\n(b) That there is need, in the interest of public health, safety and welfare, for a conservation district to function in the territory described in the petition.\n(c) A description of the territory proposed to be organized as a district, which shall consist of one or more townships created pursuant to chapter 257 of NRS.\n(d) A request that a referendum be held within the territory so defined on the question of the creation of a conservation district in such territory, and that the Commission determine that such a district be created.\n3.
