A natural person who is employed by a city, county, state or other governmental agency, including, without limitation, a conservation district or a weed control district, who:\n(a) Is licensed to apply or supervise the application of any general-use pesticide; or\n(b) Is licensed to apply or supervise the application of any general-use pesticide and is certified to apply or supervise the application of any restricted-use pesticide; or\n2.
