Except as otherwise provided in subsection 2:\n(a) It is unlawful for a person to manufacture, distribute or act as a guarantor of commercial feed in this State unless the person has been issued by the Department a license pursuant to NRS 587.869; and\n(b) A person who manufactures, distributes or acts as a guarantor of commercial feed must obtain a license from the Department for each facility in this State:\n(1) Where he or she intends to manufacture or distribute commercial feed.\n(2) For which he or she is a guarantor of any or all of the commercial feed that is manufactured at or distributed from the facility.\n2.
