A person who violates the provisions of NRS 587.841 to 587.899, inclusive, or any regulation adopted pursuant thereto, is subject to a civil penalty not to exceed:\n(a) For a first offense, $250.\n(b) For a second offense, $500.\n(c) For a third or subsequent offense, $1,000.\n2.
