Eliminate from use in this state any commercial fertilizer or agricultural mineral that the Director finds:\n(a) Endangers the agricultural or nonagricultural environment;\n(b) Is not beneficial for the purposes for which it is sold; or\n(c) Is misrepresented.\n2.
