Nothing in this chapter shall be construed to cause:\n(a) Any earned wage access services provided by a licensee in compliance with this chapter to be deemed:\n(1) A loan or other form of credit;\n(2) As violating or noncompliant with the laws of this State governing the sale or assignment of, or an order of, earned but unpaid income; or\n(3) A money transmission, or to be subject to any of the provisions of law governing loans or money transmitters;\n(b) Any licensee in compliance with this chapter to be deemed a creditor, lender or money transmitter; and\n(c) Any fee provided to a consumer by a provider in compliance of this chapter to be deemed an interest or finance charge.\n2.
