Enter into reciprocal agreements with other states, which, for this purpose, may include the District of Columbia, Puerto Rico, the United States Virgin Islands and Guam, or Indian tribes to provide for the vocational rehabilitation of individuals within the states or who are members of the Indian tribes concerned;\n2. Operate facilities for carrying out the purposes of this chapter; and\n3.
