The Commissioner shall require each association of self-insured public or private employers to audit the payroll of each member of the association not less than annually in order to verify:\n(a) The classification or classifications of each member of the association;\n(b) The payroll of each member of the association; and\n(c) The assessment required to be paid by each member of the association.\n2. The Commissioner may require the association to submit a report which summarizes the results of the audit in a form required by the Commissioner.\n3.
