The Chair of the Appeals Panel or the Commissioner shall:\n(a) Schedule the time and place of the meetings and hearings of the Appeals Panel;\n(b) Establish the agenda for each meeting and hearing of the Appeals Panel; and\n(c) Ensure that the meetings of the Appeals Panel are conducted in an efficient manner.\n2.
