If the Division intends to suspend or revoke a person’s license, the Division shall first notify the person by certified mail. The notice must contain a statement of the Division’s legal authority, jurisdiction and reasons for the proposed action.\n2. A person is entitled to a hearing to contest the proposed suspension or revocation of the person’s license. A request for such a hearing must be made pursuant to regulations adopted by the Division.\n3.
