If any person refuses to obey a subpoena issued by the Board, the Board may present a petition to the district court of the county in which such person resides, setting forth the facts, and thereupon the court, in a proper case, shall issue its subpoena to such person requiring his or her attendance before the court to testify or to produce books, papers and documents.\n2.
