Any state, county, city or district employee directly responsible to a professional land surveyor.\n2. Any subordinate to a professional land surveyor of this State if he or she acts as a subordinate.\n3. Professional mining engineers engaged solely in surveys made for mining and milling purposes or facilities pertaining thereto.\n4.
