Every professional land surveyor may administer and certify oaths when:\n(a) It is necessary to take testimony for the identification or establishment of old, lost or obliterated corners;\n(b) A corner or monument is found in a perishable condition; or\n(c) The importance of a survey makes it desirable to administer oaths to his or her assistants for the faithful performance of their duty.\n2.
