The Board shall charge and collect only the following fees whose amounts must be determined by the Board, but may not exceed:\nInitial application fee........................................................................................... $250\nRegistration fee....................................................................................................... 150\nTemporary registration fee...................................................................................... 75\nFee for the renewal of a registration.................................................................... 150\nFee for the late renewal of a registration............................................................ 100\nFee for the reinstatement of an expired registration......................................... 250\n2. All fees are payable in advance and not refundable.\n3. If an applicant for registration is an active member of, or the spouse of an active member of, the Armed Forces of the United States, a veteran or the surviving spouse of a veteran, the Board shall collect not more than one-half of the fee established pursuant to subsection 1 for the initial issuance of the registration.\n4.
