If the juvenile court exercises jurisdiction over a child regarding any matter within the purview of this title, another court may not exercise jurisdiction over the child regarding that matter, unless the juvenile court:\n(a) Certifies the child for proper criminal proceedings as an adult pursuant to the provisions of this title; or\n(b) Transfers the case to another court pursuant to the provisions of this title.\n2.
