If the juvenile court commits a child to the custody of a public or private institution or agency, the juvenile court shall:\n(a) Transmit a summary of its information concerning the child to the institution or agency; and\n(b) Order the administrator of the school that the child last attended to transmit a copy of the child’s educational records to the institution or agency.\n2.
