The board of county commissioners may establish by ordinance a department of juvenile justice services.\n2. The department of juvenile justice services:\n(a) Shall administer the provisions of services relating to the delinquency and the abuse and neglect of children with respect to matters arising pursuant to the provisions of this title; and\n(b) May carry out programs relating to the prevention of juvenile delinquency.\n3. The board of county commissioners may appoint a director of the department of juvenile justice services.
