Except as otherwise provided in NRS 630.161, the Board may issue a license by endorsement to practice medicine to an applicant who has been issued a license to practice medicine by the District of Columbia or any state or territory of the United States if:\n(a) At the time the applicant files an application with the Board, the license is active and in good standing;\n(b) The applicant:\n(1) Submits to the Board proof of passage of an examination listed in paragraph (b) of subsection 2 of NRS 630.160 or another examination approved by regulation of the Board;\n(2) Submits to the Board any documentation and other proof of qualifications required by the Board;\n(3) Meets all of the statutory requirements for licensure to practice medicine in effect at the time of application except for:\n(I) The requirements set forth in paragraph (c) of subsection 2 of NRS 630.160; or\n(II) Any other requirements specified by regulation of the Board; and\n(4) Completes any additional requirements relating to the fitness of the applicant to practice required by the Board; and\n(c) Any documentation and other proof of qualifications required by the Board is authenticated in a manner approved by the Board.\n2. A license by endorsement to practice medicine may be issued at a meeting of the Board or between its meetings by the President and Executive Director of the Board.
