The Board may adopt regulations for the issuance of temporary certificates to persons not licensed pursuant to this chapter. A temporary certificate may be issued:\n(a) In connection with a bona fide educational seminar concerning Oriental medicine or acupuncture; or\n(b) For the purpose of authorizing a person to engage in lecturing on or teaching Oriental medicine or acupuncture in this State on a short-term basis.\n2. The Board may charge a fee for the issuance of a temporary certificate.
