A person who violates any provision of this chapter or any regulation adopted pursuant thereto is guilty of a misdemeanor.\n2. In addition to any criminal penalty that may be imposed pursuant to subsection 1, the Division may, after notice and hearing, impose a civil penalty of not more than $100 for each such violation.
