Every person violating any of the provisions of this chapter shall be guilty of a misdemeanor.\n2. Every person required by the provisions of this chapter to perform any act or duty who shall fail, refuse or neglect to perform the duty in the manner directed by the provisions of this chapter shall be guilty of a misdemeanor.\n3.
