The Administrator shall issue a certificate or license, as appropriate, to any person:\n(a) Of good moral character, honesty and integrity;\n(b) Who meets the educational requirements and has the experience prescribed in NRS 645C.330 or any regulation adopted pursuant to that section;\n(c) Who, except as otherwise provided in NRS 645C.360, has satisfactorily passed a written examination approved by the Commission; and\n(d) Who submits all information required to complete an application for a certificate or license.\n2.
