It is hereby declared to be the policy of the Legislature to:\n(a) Encourage proficiency in the practice of court reporting as a profession;\n(b) Promote efficiency in court and general reporting; and\n(c) Extend to the courts and public the protection afforded by a standardized profession by establishing a standard of competency for those engaged in it.\n2.
