Each licensee shall register with and maintain a valid unique identifier with the Registry.\n2. The Commissioner may issue a license through the Registry.\n3. To the extent that the Commissioner has delegated to the Registry any of his or her duties with respect to the issuance and renewal of a license as authorized by this chapter, any reference to the Commissioner in this chapter shall be deemed to be a reference to the Registry.\n4.
