The Board shall not issue an adult-use cannabis establishment license for a retail cannabis consumption lounge pursuant to NRS 678B.250 unless:\n(a) The applicant holds an adult-use cannabis establishment license for an adult-use cannabis retail store;\n(b) The adult-use cannabis retail store for which the applicant holds an adult-use cannabis establishment license is operational; and\n(c) The location of the proposed retail cannabis consumption lounge is attached or immediately adjacent to the adult-use cannabis retail store for which the applicant holds an adult-use cannabis establishment license.\n2.
