If the Commissioner has reason to believe that a person described in NRS 685B.140 is providing any type of coverage described in NRS 685B.120, the Commissioner may:\n(a) Issue a statement of charges and a notice of a hearing to be held on those charges; and\n(b) Serve the statement and notice upon the person so charged.\n2.
