It constitutes an unfair method of competition or an unfair or deceptive act or practice in the business of insurance to:\n(a) Offer or sell a policy of travel insurance that could never result in payment of any claims for any insured under the policy; or\n(b) Market blanket travel insurance as free.\n2.
