The designation must be made pursuant to reasonable competitive bidding procedures established by the Commissioner. The Advisory Organization shall:\n1. Provide reliable statistics for industrial insurance.\n2. Collect and tabulate information and statistics in a Uniform Statistical Plan, to be approved and used by the Commissioner.\n3.
