Proof of the completion of a 6-hour course of instruction in bail bonds that is:\n(a) Offered by a state or national organization of bail agents or another organization that administers training programs for bail agents; and\n(b) Approved by the Commissioner.\n2. A written appointment by an authorized insurer as agent for bail bonds, subject to the issuance of the license.\n3.
