{"data":{"id":"us-nv/nrs-704.001","jurisdiction":"us-nv","citation":"NRS 704.001","heading":"Purpose and policy of Legislature in enacting chapter.","body":"It is hereby declared to be the purpose and policy of the Legislature in enacting this chapter:\n1. To confer upon the Commission the power, and to make it the duty of the Commission, to regulate public utilities to the extent of its jurisdiction;\n2. To provide for fair and impartial regulation of public utilities;\n3. To provide for the safe, economic, efficient, prudent and reliable operation and service of public utilities;\n4. To balance the interests of customers and shareholders of public utilities by providing public utilities with the opportunity to earn a fair return on their investments while providing customers with just and reasonable rates; and\n5. With regard to telecommunication service:\n(a) To regulate competitive suppliers in a manner that allows customers to benefit from full competition regarding rates and services;\n(b) To provide for basic network service to economically disadvantaged persons who are eligible for a reduction in rates for telephone service pursuant to NRS 707.400 to 707.500, inclusive; and\n(c) To maintain the availability of telephone service to rural, insular and high-cost areas through:\n(1) The levy and collection of a uniform and equitable assessment from all persons furnishing intrastate telecommunication service or the functional equivalent of such service through any form of telephony technology; and\n(2) Payments to telecommunication providers from the fund to maintain the availability of telephone service.","path":["TITLE 58 — ENERGY; PUBLIC UTILITIES AND SIMILAR ENTITIES","CHAPTER 704 - REGULATION OF PUBLIC UTILITIES GENERALLY","GENERAL PROVISIONS"],"source_url":"https://www.leg.state.nv.us/NRS/NRS-704.html#NRS704Sec001","current_through":"2025 session (NRS as revised 2026-08-25)","vintage":"","retrieved_at":"2026-09-03T05:51:47Z","sha256":"1409e4d0d685aa1a5f40f611a0b69e1496f6c2de4e96c87a67d7c8d07941dae9","source_id":"us-nv","stale":false,"prev":"us-nv/nrs-703.380","next":"us-nv/nrs-704.005"},"notice":"GroundRules: Original legal text.
