Except as otherwise provided in subsection 2, nothing in this chapter requires a public utility to furnish water for the purpose of filling or maintaining an artificial lake or stream where that use of water is prohibited or restricted by ordinance of:\n(a) The county, if the artificial lake or stream is located within the unincorporated areas of the county; or\n(b) A city, if the artificial lake or stream is located within the boundaries of the city.\n2.
