Notwithstanding any specific statute, regulation or ordinance to the contrary, the process for the issuance by the Commission or any other permitting entity of a permit, license or other approval for the construction of a utility facility which is subject to the provisions of NRS 704.820 to 704.900, inclusive, must be conducted in accordance with those provisions.\n2.
