The Taxicab Authority shall adopt regulations establishing a program for the transportation by taxicab of elderly persons and persons with permanent disabilities.\n2. The program must require the Administrator to establish, maintain and make known a telephone number for elderly persons and persons with permanent disabilities to register complaints regarding transportation by taxicab.\n3.
