Proceedings to review. The action of the commissioner in\nrefusing to grant or renew a license, or in revoking or suspending a\nlicense, or in conditioning or limiting the granting or renewal of a\nlicense, may be reviewed in the manner provided by article seventy-eight\nof the civil practice law and rules, and the decision of the\ncommissioner shall be final unless within four months from the date of\nservice thereof upon the party affected thereby a court proceeding is\ninstituted to review such action. The pleadings upon which such review\nproceeding is instituted shall be served in the manner specified in the\ncivil practice law and rules, unless a different manner of service is\nprovided in an order to show cause granted by the supreme court.","path":["Agriculture \u0026 Markets Law","Article 29.
